how do i use this?

Like the titl;e says, how do i use this? The readme doesn't say how to use it or if additional software is needed.

EDIT: I am running windows 10.

get visual studio 2019, open the sln file, build, go into test app, bin and find the exe

Works if you convert to .NET 4.8!
