How do i actually train a model offline on windows?

the readme only lets me pull up the main program to make voices not train them.

You can either modify the notebook to run locally and set up a huge number of dependencies. The easiest way is probably to download the Nvidia NeMo repo. It is the original repo I believe. It contains utilities to train lots of models and other stuff including TalkNet.
