Debug Improvments on Windows

Includes a bit of a hacky workaround for getting DebWithRelInfo working on multi-config generators (like VS). It does provide more information during development, but also slows down operation at times (it is noticeably slower during slicing). I updated the windows script to allow debug mode to be specified during the build.

Also included a few fixes for various assert statements.
