Perks minsing Ranger

and when i select the perks when i put the perks the perks work ! but there is the perks remains in the category of preks and when I click again on the perks it becomes white again like in the second picture here I tried to give the most information on the bug

The missing perk in question is "Ranged weapon mastery".
