Describe the bug you're encountering

Get Error: Conflicts detected while trying to publish an API with either api:update, api:create, or api:publish. The error message doesn't really help to understand what went wrong. I'd like know what are the possible reasons behind this error.

I created some new APIs to test publishing. It seems to work well with either public or private, either default or non-default.

To reproduce...

Steps to reproduce the behavior: Sorry I can't reproduce, and it's private API so I can't share it either. I hope the error message could be the clue to shed some lights.
