Allow only passable blocks to be ignored in ExprTarget

Suggestion

SkBee's raytrace syntax has an option to ignore passable blocks, which I think would be a nice addition to ExprTarget. The syntax currently only has the optional [ignore blocks] and I feel like something along the lines of just [ignore [passable] blocks] would be convenient.

Why?

Specifically I was using target player, and them being in front of a tall grass doesnt return anything. So I told it to ignore the blocks, but I dont want it to go through whole solid blocks.

There is a planned where filter addition. See note in https://github.com/SkriptLang/Skript/pull/6157

I think this ought to be covered by the new actual target block changes.
