should be shown notification some messages

What steps will reproduce the problem?
1.reached 2,000 population.
2.show pollution alert.
3.show clime alert.
4.show traffic warning.

What is the expected output? What do you see instead?
these message expect show notification pane. but, only message pane.

What version of the product are you using? On what operating system?
micropolisj-1.6, and trunk.
