Updated the UnusedDocParam theme check for inline snippets

What are you adding in this PR?

Solves #843 Updates the UnusedDocParam theme check to handle inline snippets and their scoping. The check now properly detects when parameters are defined in a snippet's documentation but not used within the snippet's scope.
