New Web Cache

Since our access is limited to the current Web Cache, we're going to rebuild it and host it somewhere else allowing the team to update it as needed.

Currently we need to do the following.

• Dump current Web Cache, if this is not an option that's ok.
• Recreate previous Web Cache functionality.
• Add auto-approval between AniDB & TvDB series.
• Add checks to remove redundant submissions.
• Update Trakt.TV support.
• ~~Add MAL support~~
• Add AniList support
• Add TMDb support.
• Use Resource Links from AniDB #613
