with QGis i can load a layer from the URL

https://webgate.ec.europa.eu/getis/rest/services/Energy/2016_PCI_oil/MapServer

for example layer '3'.

QGis classifies the URL as a ArcGIS Mapserver.

Is there any chance to load this as a layer under SharpMap?
