Describe the bug / error

If you have a lot of item in top action and the top action bar exceeds the webpart area, there is no overflow management like on native RichText (for example)

Steps to reproduce

Create a webpart with topActions feature with several action button. Put your webpart in small zone and see (black zone is limit of WP)

Expected behavior

A same behavior of native richText editor, 3 points appear with a menu on clique if the topactions exceeds the width of WebPart
