Describe the bug / error

A wiki page about Service Scope API (Tech-Note:-ServiceScope-API.md) seems to have been inadvertently deleted by @VesaJuvonen 5 years ago in commit 1ada7972ef0ce904b9e9bd75aacd171d1908ab1e ("1.2 release notes") in the wiki. It is referenced in issue #179 Can you please restore this file? I assume it's still relevant. I guess it got deleted because of invalid file name on Windows.
