Describe the bug / error

We have a SPFx webpart that basically is creating News pages that were appearing into the News OOTB webpart. Not sure when, but the pages created are not appearing into OOTB News webpart anymore. I have checked that the news created have PromotedState=2 and they are publish which are the requirements to be display from that webpart.

Steps to reproduce

1. Create a page with code
2. Promote it with code updating PromotedState to 2
3. Publish the page
4. Check if the page is appearing from News webpart

Expected behavior

If the page has promotedstate to 2 and it is publish, it must appear from News OOTB webpart.
