Create a licensing file

Especially for starcoder reasons, if we open the license for this repository then it will only make the ServiceNow LLMs even stronger in the future.

Earl has to verify with legal first.

I'll assign this to me, I've met with our Intellectual Property team to figure out what open source license is best to use. Will post it soon

MIT is a good license IMO.
