[BUG] registration and repo request issues

I've tested the registration and repo request process because we saw some anomaly earlier.

Turned out that for some reason the terms of use is not copied to the profile after registration (FYI the file was changed due to a modification but the name stayed the same.)

Another issue during the process is that we receive a warning message about not enough assignable repo but we still have much more than 5:
