[🐛 Bug]: There seems to be a circular dependency bug with the js part of selenium
What happened?
A circular dependency error appeared when we tried to compile the js part of Selenium.It looks like locators.js depends on relative.js which in turn depends on locators.js

How can we reproduce the issue?
python calcdeps.py --path ./selenium-trunk -e selenium-trunk\third_party\closure\goog\i18n\compactnumberformatsymbols_ext.js --input ./selenium-trunk/javascript/selenium-atoms/select.js --output_mode compiled --compiler_jar ./selenium-trunk/third_party/closure/bin/compiler.jar > tmp.js
