Numbering sources problematic with Text sources

Here's a series of screenshots --

I select "Number Sources"

I insert a "Source". Notice the numbering works.

I insert a "Text" element and the numbering does not work for the Text ("foo bar").

If I insert an additional "Source" element, the number suddenly is inserted.
