Fix quicksync URL, add validator state backup steps to quicksync instructions

This PR fixes the link to L5's quicksync archive, the previous link was pointing at a specific height that is no longer available. Also changes the command to download only instead of piping to tar, since the archive will be extracted in a later step.

Also adds steps to backup and restore priv_validator_state.json
