Update to 0.6.0 with upgrade to v4 of Actions Cache for compatibility

Fixes action by updating cache library to v4.

Disable pre-commit-hook due to error, this should be fixed in ScribeMD/pre-commit-action.

Tested this in AndreKurait/[email protected] which is working.

this would be a great merge; but understanding project owners do indeed come and go. @AndreKurait thank you for picking this up as a short term possible longer term fix.

Would be amazing to have this merged as 0.6.0 :) our actions timeing out using the 0.5.0. Does someone knows if github deprecated cache library v3?
