cant run marksman.exe

I set this up on web server and tried to get marksman to work on pc filled out api key and info then try run exe and keep getting error

the application has failed to start because its side-by-side

I've googled and watched loads of video on how to fix it but cant seem to get it to run. I've installed Microsoft visual c++ redistributable also still noting

any ideas ?
