[Bug] -ScoopDir and -ScoopGlobalDir params are useless !!!
Bug Report
Current Behavior
It still install Scoop into default folder(C:\Users\username\scoop).
Expected Behavior
it will install into the folder which I want !!!

Possible Solution
use the legacy method to configure custom directory by setting Environment Variables.
