Scooper is a Graphical User Interface to manage Scoop apps.

This project is quite new, I'd advise against merging this as of now for security reasons.

I tried to install it but I got this message when running it. Maybe we should wait at least until this is fixed before adding it. Although I'm excited to see a GUI for scoop!
