Dynamically offer other languages of thunderbird?

I see that the standard and the portable TB are the 'en-US' language versions. I understand that it would make no sense to statically offer other languages (there are a lot from Mozilla). However, I wonder if there is a way to kind of dynamically ask the user who does 'scoop install thunderbird' (or the equivalent for the portable version), which version he wants. Is it possible to update the json file, so the "language code" (e.g. en-US, en-GB, de, fr) is asked and then the corresponding download path used? Maybe you could dynamically read eligible/allowed codes from Mozilla's archive? E.g.: https://archive.mozilla.org/pub/thunderbird/releases/78.1.1/win64/
PS: If downloading & installing a language-specific file is not necessary, because the language can be changed from any file/version, I have not yet found out how.
BTW, would it be possible to merge TB and TB-portable and offer the user to select what he needs when scoop'ing?
