locale-remulator: add version 1.5.3-beta.1

There is new fork of Locale Emulator named "Locale Remulator". Manifest looks pretty similar. EDIT: installer script is now fixed, installer app is correctly starting now.

does not work properly in virtual/real machine, even with prerequisites installed.

  • Function 'Install', 'Uninstall' under LRinstaller no any outputs, no context menu created.
  • LREditor cannot run.
