[Enhancement] Prioritize "outbound": "direct-out" Over "outbound": "main-out"

If you set the entire subnet outbound to main-out (192.168.1.0/24) it ignores all "outbound": "direct-out"

It's all or nothing making the Exclude List of "outbound": "direct-out" redundant

There's a need to default entire subnet to main-out but create a list of individual IPs that need to bypass main-out and go direct-out. Also with ability to set specific destination IP (see other Enhancement Issue).
