Menu for next research does not appear immediately after you discover an advance

Related to #209 which was closed.

After I made an advance I got a notification I built barracks in a city, and only then did the menu for the next research show up.

EDIT: Not actually sure if this can happen in the original CIV1.

I'm not sure if this is correct. We'll need to confirm this before making any changes...

This needs to be confirmed, but the priority is low, I'm moving it to the alpha.2 milestone for now.
