Revert changes upon beginning V2 admin portal

Locate TODOs marked Pending V2 admin portal:

• Remove [AllowAnonymous] in NotificationsController

• Uncomment database stuff in RequestNotificationCommand

• [ ] Check the Admin Portal codebase for TODOs

• [ ] Ensure there are issues for each open TODO

• [ ] Close any TODOs that can be closed

As per my conversation with Adam and the Rewards team, this PBI was created after the move from the Admin Portal v1 (React) to Admin Portal v2 (Blazor). This is because in the process of creating v2, there was some tech debt left behind that should be addressed.
