Enable contacts in default config for several diseases

Problem Description

The following diseases should have followup enabled in default configuration, right now it is not enabled

  • CSM (cerebrospinal meningitis)
  • TB (tuberculosis)
  • Poliomyelitis

@KarnaiahPesula i added all diseases (within the same gh issue) that need contacts enabled in default config

Enabled the follow-up along with its default follow-up period for the below diseases.

  • CSM - 10
  • POLIO - 60
  • TUBERCULOSIS - 365
  • LATENT_TUBERCULOSIS - 30
