Implement functionality to receive messages from laboratory for Measles

Problem Description

SORMAS needs to be able to receive external messages with laboratory declarations of diseases. This has already been implemented for other diseases. As Measles is a new disease, SORMAS needs the functionality to be able to receive msgs for cases of Measles

Proposed Solution

Alter eSante adapter to receive Measles lab msgs
