Survey token responses are able to update, for not assigned case tokens

Bug Description

  1. Login to the system.
  2. Click on Surveys menu
  3. Import some survey tokens.

  1. Go to Survey tab and import survey token response with the token which are not assigned to any case.

  1. System is updating the responses against tokens, when its not assigned to any case as well.

Reproduction Steps

  1. Login to the system.
  2. Go to Surveys menu.
  3. Import some new tokens
  4. Include few token which are not assigned to any case and import the survey token responses from the token tab.
  5. System processes them. ...

Expected Behavior

For tokens which are not assigned system should give error report or shouldn't update the response.

In theory, yes we should not be able to update an answer if the token have not be assigned to a case. For real use , it should not be an issue and it think we could go back by importing a list to reverse the status of the answer.
