Sample test results are allowing to decide before collecting them

Bug Description

1. Create a case with disease(eg, AFP, same for all diseases)
2. Create a new sample for the case.

3. Enter the required fields and date sample was collected field with time, which is critical for this case(not the date).

4. Click on Add Pathogen Test button,

5. Enter the type of test and its result along with the date and time of result as before sample collection(hours not the dates)

6. Click on done button.
7. Save the sample.

Reproduction Steps

1. Create a case.
2. Create a new sample.
3. Provide the sample collected field along with time.
4. Click on Add pathogen test button.
5. Enter the Date and time of result before the collection of time(not with the dates but hours).
6. Click on Done button.
7. Click on save sample button. ...

Expected Behavior

Sample results can't be provided before sample collection.
