Sample can be collected years before symptoms or case reported

Bug Description

A sample can be collected in 2021 despite the case being from 2025 and the first symptom reported in 2025.

Reproduction Steps

  1. Login
  2. Click on case directory
  3. create new case of congenital rubella with case report date in 2025
  4. fill out symptoms, put first symptom in 2025
  5. create new sample of congenital rubella collection date in 2021
  6. SORMAS system allows this when it should not, or should at least give a warning that it seems wrong

Expected Behavior

If the first symptom is reported on a date (e.g. April 1, 2025), it should not be possible for a relevant sample to be collected before that (at least not in a different year)

@Christophe-SF is there a reason to have a sample from years before a case / symptoms appear for a disease?

Most of the time the answer is no. Now, history of the disease can relevant sometimes (being negative and becoming positive for a disease like HIV for instance). The difficulty will be to set the treshold.

The proposed solution here is to not completely block users from adding a sample that is before the case's report date, but it should result in a blue warning message so the user is aware that there may be a mistake.
