Blue flag appears when date of visit/admission to hospital is before date of illness but doesn't explain

Problem Description

A blue flag appears to warn when the date of hospitalization is before the case/symptoms/etc. but it doesn't give any text to tell what the blue flag is warning of. I'm not sure if it should be clickable or if a message should pop up, or if it is designed only to show the blue ! to warn the user something is amiss.

Reproduction Steps

1. log in
2. click case directory
3. create case of Congenital rubella
4. fill out info and dates for case report, symptoms, etc.
5. start to fill out hospitalization, put the date as several years before the symptoms occurred

Expected Behavior

Blue ! prompts text to explain the reasoning behind the ! warning when saving case or when clicking on the !
