[Feature request] Allow all effect formulas for all arduino devices and separated from their default 'action'

Is your feature request related to a problem? Please describe. I'm quite frustrated i have to define my own formulas for one led/matrix setup, while others have that same formula available. What is different between the various devices that you are not allowed to use the other formulas?

Also, the formulas have a predefined action (Flags and spotter overlay for example), why cant i chose my own design for when that formula is true?

Describe the solution you'd like I'd like a solution where all formulas are available for all arduino devices, even without their default action associated to them.

Describe alternatives you've considered To display the flag color in a different setup on the 8x8 matrix i've moved the flag animation 7 lines down, so it only occupies the bottom row of my screen. This is a workaround for only the flags though.
