Changes to speed up website part 2

This is a new pull request because I couldn't figure out git. I am sorry about the confusion.

I have gotten rid of the stylesheet from fontdeck since fontdeck has shutdown. Doing so should make the site load faster. I also upgraded jquery to the most recent version. Javascript is defered which means the javascript executes once the page has been parsed.

I changed the color of links to a blue to make the site more color blind accessible. The footer text is now black so the text is easier to see. HTML lang attribute is set to English.

I updated the _config.yml file to use plugins instead of gems. I got a warning that gems is deprecated and plugins is current way to load gems.

cc @tchoi8 can you help with an SVG of the SFPC logo in apercu ? I think this PR would be great to have and we just need to get the logo in...
