[BUG] Event on registration is able to mismatch

The "Event" field on Summit Event Registration is able to be to a different Summit Event record than the one on the selected Summit Event Instance. This mismatch is causes problems when reporting and on record relationship.

Solution is a lookup filter on Event field to only show valid values.
