[FEATURE] - Waitlist Functionality

As schools and organization start to handle larger events, there is a desire to support a waitlist. This waitlist would allow a registrant to register, though capacity has been met. This would flow through normally and because capacity has been met, the status of the registration record would be "Waitlisted" or something along that line.

Waitlist option may want the following considerations:

• Option to select that the event can have a waitlist at the Event level.
• Instance has a rollup summary of individuals on a waitlist
• Emails should work as normal as the status would facilitate follow-up communication related to the waitlist.
• May want to call out on the "register page" that the event has started a waitlist when capacity is met (likely with custom text).

Additional requirement gather and design thinking needed.
