Add recipe for using `remotedev`

Remotedev was recently removed from the SAFE template since it gives security warnings.

However, since it is a dev dependency it doesn't really matter if there are a security risks, so let's add a recipe which informs people on how to add the package if they want to do more in-depth debugging.
