Okay. So let's start with versions of tensorflow. Which version do you use ? I am using tensorflow 1.15 for training and 2.0 for prediction.
I suggest using 1.15 for training.

Maybe I can help, but for that, I need more information like how did you create train.record and what sort of data it contains and is there any other information...
