all xml:id references need to be meaningfully related to content and NOT based on chapter or section numbers wihch change over time.

There is one exeption that I just thought of. Chapter numbers need to continue to be prepended the chapters so they area correctly organized in VSCode or other editors and also for the assignment picker.
