[Suggestions] - Allow toolswapping only while holding a tool, Toggle Axefighting

Add a config option that makes you have to hold a tool in your hand! the toolbelt will automatically rotate between them to what is needed, allowing for you to not accidentally break a block with your fist or kill your dog in 1 punch with an empty hand!

Allow toggling the ability of attacking with your axe when you have no sword/trident equipped

Currently the automatic tool swapping only happens when the player is not holding another tool, which I find more intuitive, so I think this would only add confusion. Also when #320 and #340 are resolved this shouldn't be as much of an issue anymore.
