feat: Improve File Upload modal and endpoint

Proposed changes (including videos or screenshots)

• Accept new altDescription param in the rooms.upload endpoint. This can be used by screen readers to describe images;
• Improve File Upload modal to have a new Message Box component in it, which allows users to mention other users os rooms easily;
• Send File Upload text content in the msg field instead of description (this allows mentions to be processed and rendered correctly).
