Add framerate option

When migrated from ros_web_video the framerate option was removed. It should be restored.

What is current behavior for high speed cameras? I'd like stream at up to 20hz when subscribing to topics of cameras working at 100Hz for example.

Current behaviour is "send all images".

What can be implemented is a rate limiter dropping frames when the frames are coming too fast.
