Replace Intel NUC with NVIDIA Jetson

Description

We need to replace the NUC with the Jetson in the rover for better compute.

Requirements

• [x] Flash an OS onto the Jetson.
• [ ] Install ROS2 and set up our environment, including all packages.
• [ ] Configure the Jetson to boot up whenever it's powered on.
• [ ] Configure the Jetson to have a static IP address of 192.168.1.150
• [ ] Replace the NUC with the Jetson, including all wiring.

The NVIDIA Jetson has been flashed with the latest Jetpack version. Should be ready to pull in code and set up static IP on the rover network.
