GPS hardware setup

We need to add the requirements for the Piksi GPS to our setup instructions. This is the ROS driver we are using: HERE

Known tasks: The gps needs to be added to the udev roboracing-rules. We should set up some more obvious launch files to launch the gps for both base station and rover that are located in rr_platform like our other sensors.
