The device in the samee local network can't discover each other. How to find the problem?

I use the chrome, and I both use the incognito mode, but it also doesn't work,
BTW, I find if I open 2 tabs in one device, they can find each other。
I install in my raspberry pi has same issue,can't find each other between different computer in same network, can find 2 tabs in same device.
