[1.12.2] No Cows Spawning

1.12.2 - No cows spawning in at all. 1.7.10 - spawn normally

Im trying to get this to work, been reading through other suggestions to downgrade forge to 2768 and still doesn't work.

I am using a void world normally and then aromas mining world (This worked in 1.7.10 without config adjustments) I have even looked through the config as it does generate fine. Happens in single player and on server.

• OS: Windows 2016 server / Windows 10 / Windows 7
• Minecraft Version 1.12.2
• Forge Version forge-1.12.2-14.23.5.2768-universal
• Version Previous release and the latest beta (Both same outcome)
