[BUG] Match Timeline: More than 5 turret plates attributed to one turret

Bug Description
In several recent matches I've found more than 5 plates attributed to one turret on one team. I assume these are misattributed to the wrong team but they could be completely incorrect.

Expected Result
Maximum of 5 plates per turret per team

Actual Result
More than 5 plates per turret, for example there is a match with 9 plates taken on a bot turret

Developer Impact
I show turret plate data as a part of expressing laning skill but now I cannot use it anymore

  • Frequency: Every API call for certain matches
  • Cost: Metrics to present to users are based on bad data so they are useless

Player Impact
Describe how this affects League of Legends players. Please include the frequency and severity of the issue.

  • Frequency: For certain matches they will always shows incorrect turret plate info
  • Severity: Some metrics are useless which makes users doubt all metrics
  • Region: So far have noticed this on NA, haven't looked at other regions yet

Repro Steps
You can look at the timeline response for these example games and see the plate information is incorrect:

  • NA1_4425463567 has 9 TURRET_PLATE_DESTROYED events for team 100 with laneType BOT_LANE
  • NA1_4425376678 has 6 plates on one of the bot lane turrets as well
