[BUG] What is the reason to reuse item key value?

Problem Description
Reusing item key value Item key 3181 was Sanguine Blade but it became Hullbreaker using the same item key(3181) after 11.13 Item key 3001 was Abyssal Mask but became Evenshroud using the same item key(3001) after 11.23
