Remove access to any entry pages that are not in line with drives/state entry pages

Describe the bug /entry/newjersey/ page or any page that doesn't have a state abbreviation after entry loads the survey page

To Reproduce Steps to reproduce the behavior:

  1. Go to representable.org/entry/newjersey/

Expected behavior shouldn't load - should give perhaps a 404 (nice graphic eventually)
